Section 1 - The Council
The name of the Council shall be the Triangle South Youth Council.

As a subgroup of the Workforce Development Board, The Youth Council shall include:

Youth Council Members serves at the pleasure of the Workforce Development Board.
Section 3
Any Youth Council Member missing three (3) consecutive regular meetings may be removed from the Youth Council and shall be notified in writing.
Section 4
Terms of Membership shall be staggered for two (2) or three (3) years, so that at any given time a percentage of members are experienced in Workforce Development activities. Terms shall begin on July 1 of each year. Members may be re-appointed.

Members may resign their appointment through written notice to the Triangle South Youth Council chairperson.

Any Member may be removed from office by a vote of a majority of the Workforce Development Board, when in the best interest of the Local Area.
Section 1 - Officers
The Workforce Development Board chairperson shall appoint a Youth Council Chair or Co-chairs, as deemed appropriate. The Youth Council Chair(s) shall be responsible for conducting Youth Council meetings.
Section 2 - Committees
The chairperson of the Triangle South Youth Council shall appoint any committees necessary to conduct business of the Youth Council.
Section 3 - Terms of Office of Chair
Shall be one (1) year. Chair may succeed themselves as re-appointed by the Workforce Development Board chairperson, or elected by members.

The Youth Council shall have regular quarterly meetings at the call of Triangle South Youth Council chairperson.

Special or Called meetings may be held as directed by the Triangle South Youth Council chairperson.
Section 3 - Quorum
A majority of the current membership present of the Youth Council shall constitute a quorum.
Section 4 - Voting
Each member present shall have one (1) vote and no proxy vote shall be allowed. If we lack a quorum, absent members will be polled by direct mail or email for his/her vote.
Section 5 - Order of Business
The Youth Council Chair(s) shall be responsible for establishing an agenda, subject to the concerns of the Workforce Development Board or Board staff.
Section 6 - Rules
Robert's Rules of Order shall govern the proceeding of the Youth Council meetings.
Section 7 - Reimbursement
Youth Council members may be reimbursed for expenses, subject to available funds and approval by the Executive Director of the Triangle Workforce Development Board.
Section 8 - Conflict of Interest
The Youth Council is an advisory council of the Workforce Development Board and no member of the Youth Council shall vote on any matter which has or may have a direct bearing on the services to be provided by that member's agency.
Section 1 - By-Laws Amendment Procedures
At such time it is necessary to amend the by-laws, at any regular Youth Council meeting; a vote of two-thirds of the members present shall provide referral of such recommended amendments (s) to the Workforce Development Board for consideration and approval.
